Child welfare waivers have demonstrated positive results by allowing states to develop and implement innovative approaches to the delivery of child welfare services. States have reported that with flexibility in the use of federal dollars, they can do much more to improve outcomes for kids, and implement critical programs to help children and families. This fact sheet provides a basic overview of waivers, and outlines recommended modifications to improve the waiver program in order to ensure that it meets the needs of children, families, and states.
