The Federal Budget:
Looking Ahead to 2009

More than 70% of all the federal discretionary funds directed to children flow through just three departments: The Departments of Labor, Education, and Health and Human Services.

In 2008, 38% of all discretionary spending for these departments went to children, and the remaining 62% went elsewhere. Appropriations for each of these departments are set out in just one of the 12 annual appropriations bills. Both the Senate and the House of Representatives offer versions of the Labor/Education/HHS appropriations legislation.

Because so much of the federal discretionary investment in children is included within these bills, a close look at these bills can reveal indicators for where the overall federal investment in children is headed.
