The Race to the Top – Early Learning Challenge (RTT-ELC) grant program is providing states with an unprecedented opportunity to focus on building coordinated systems of early care and education meant to improve the school readiness and long-term outcomes for all children. States that received grant awards in the previous rounds of RTT-ELC are engaged in important work that is driving reform and innovation in early learning. First Focus submitted these comments to the federal register on proposed priorities, requirements, definitions, and selection criteria for RTT-ECL in FY13.
