Comments to Department of Education on Data Collection of Highly-Qualified Teachers

On September 12, 2013, the Department of Education submitted a proposed data collection to the Federal Register. This data collection is required by Congress in Section 145 (b) of H.J. Res 117, the Fiscal Year 2013 Continuing Resolution, and is meant to measure the extent to which certain students (low-income students, students with disabilities, English language learners, and students in rural districts) are taught by teachers who have not yet completed their teacher training programs. As this data does not exist for all 50 states and for all school districts, the report that the Secretary will submit to Congress will contribute significant information to the national education debate and we are pleased to see the Department moving forward with the data collection. These comments include an explanation of the background of this data collection, why it is important for students across the country, and our concerns with the proposed data collection.
